Prepare the bechamel sauce. Melt butter in a skillet over medium heat. Add flour to it. Stir constantly and lightly fry it. The flour will initially have a yellow color from the butter, but it will turn white later. This will take about 1.5-2 minutes. Pour the milk in gradually, constantly stirring with a whisk. If you pour all the milk at once, lumps may form. Let the sauce simmer a little, stirring it all the time. After 2-3 minutes, the sauce will start to thicken. As soon as it thickens to the consistency of sour cream, turn off the heat. Add salt to taste (about 0.5 tsp) and pepper to the sauce. Sprinkle with cheese and mix everything together. Transfer the sauce to a bowl and set it aside. It should cool down a little.
